HCI Funds

The Healthy Community Initiative (HCI) Fund supports one of Council's strategic priorities, supporting the promotion of Greater Sudbury as a healthy community.

HCI funds allocate $50,000.00 annually to each of the 12 wards, with 75 per cent of the funds going to capital projects and 25 per cent to community grants. Funds will be issued to projects that promote community growth and contribute to the quality of life in Greater Sudbury.

If you would like to apply for an HCI Grant or Capital funds, you may fill out the forms below.

Application Process:

Applications for all twelve (12) wards will be reviewed by Leisure Services staff to ensure they align with criteria identified below.

  • Applicants will receive confirmation on the status of their request within 60 days of receipt
  • Applicants will receive a confirmation of receipt of their application either by email or via Canada Post.
  • Applications will be processed on a first come, first served basis from the date of the opening of the application process. 
  • Staff from the Community Partnerships section of the Leisure Services Department will be available to assist with submissions by contacting hci@greatersudbury.ca or calling 705-674-4455 x2448.

Evaluation

  • Leisure Services staff will review and evaluate application forms
  • Eligibility of applications must be in accordance with the HCI by-law (pdf)

The projects and events need to conform to one or more of the four priorities (in bold below) towards creating a Healthy Community.  

  • Contribute towards Human Health and Well-Being and an improved quality of life. Examples include trails, park enhancements, beautification and improved recreational opportunities.
  • Support Environmental Sustainability and building healthy environments for the community. Examples include neighbourhood clean ups, tree planting, community gardens and conservation efforts.
  • Initiatives which encourage Civic Engagement and Volunteerism and build a stronger community. Examples include neighbourhood events, volunteer recognition and community art projects.
  • Initiatives which support Economic Vitality and help contribute to a strong local economy. Examples include regional and provincial events, promotion of Greater Sudbury and festivals and fairs.

Criteria:

When completing the application form please keep the following points in mind:

  • Clearly identify the reason for the funding request, the amount being requested and in the case of a community event, the date on which it is scheduled and the Ward in which it is taking place. Provide a brief summary of the event/project in six lines or less on the space provided on the application form indicating how it meets the Healthy Community priorities.
  • Demonstrate community support by including letters of support with the application. Clearly identify the name of the lead group or organization, contact person for the organization, phone number and email address. Identify any community partners involved in organizing the event/project.

*Community Group means a non-profit group or organization which conducts its activities within the City of Greater Sudbury, and which has a bank account with a recognized financial institution.

**Community Event is an event organized by:
(a)    a  Councilor or by a City Department at the request of a Councilor; or
(b)    Jointly by any two or more of a City department, a community Action Network, a Councilor and a Community Group.

GRANT APPLICATION FORM  - PDF

Grant applications must comply with the following criteria:

  • Must not be a for-profit group
  • Must  clearly identify how the application addresses  at least one of the Healthy Community priorities identified above
  • Must benefit the residents of the Ward and the service or program supported by the request must be available to residents at minimum or no cost
  • Must not be receiving other City of Greater Sudbury funding in support of this specific project
  • Grant applications to purchase prizes or of goods to be used as prizes must not exceed $500.00

Note: Grant applications in excess of $1,000.00 require Council approval

CAPITAL APPLICATION FORM - PDF

Capital applications must comply with the following criteria:

  • Must not be a for-profit group
  • Must support at least one of the Healthy Community priorities identified above
  • Must benefit the residents of the Ward and contribute to a facility or service which is available to all
  • Must be in line with the Parks and Open Space Master Plan (pdf)
  • Must be a City infrastructure/facility
  • Must have demonstrated community support (letters of support, committed partners)

Note: Capital applications in excess of $10,000.00 require Council approval

Granting of assistance in any one year is not to be interpreted as a commitment to future years’ funding.

Notification of approval

Successful applicants will receive confirmation of funding approval via email or Canada Post. A cheque from the City of Greater Sudbury will follow along with Terms and Conditions of the funding, if applicable.

Unsuccessful applicants will receive a letter to inform them that their funding request has not been approved.

Use of funds

Each ward receives $50,000.00 for HCI allocations.

A maximum of $12,500.00 may be allocated for community grants and a maximum of $37,500.00 for capital projects.

Successful capital project applications that exceed $10,000.00 will require Council approval.

Funds can only be used for the purposes outlined in the original application. Any changes to the project scale or activities must be reported in writing to the Leisure Services section at hci@greatersudbury.ca or by calling 705-674-4455 x2448

All funding recipients are required to submit a post project report detailing how they allocated the awarded funds. This report must be submitted to the Leisure Services section by December 31 of the funding year. If a satisfactory report is not submitted by that date, the City of Greater Sudbury may require repayment of the grant and the applicant may be ineligible for subsequent City of Greater Sudbury funding.

Report to Council

Staff from the City of Greater Sudbury’s Leisure Services and Finance departments will prepare reports to Council semi-annually to notify of successful applications and will seek Council approval on capital requests in excess of $10,000.00 and community events/grants that exceed $1,000.00.
