Private Property Parking Control Officers

By-law 2015-232 for the Licensing, Regulating and Governing of Private Property Parking Control Officers (PPPCOs) in the City of Greater Sudbury takes effect January 1, 2016.

The new by-law will delegate authority for the appointment of PPPCOs to municipal staff, eliminating the need to present a by-law for the approval of City Council each time an appointment is made.

The new by-law is expected to reduce the wait time for approval of an application to approximately one week, from a previous four to six week wait period. It is important that property owners and PPPCO applicants familiarize themselves with new procedures for applications and renewal of licences.

Effective January 1, 2016, private property parking control officer licences will expire on the birthday of the licence holder.

Changes to employment, location of employment and personal information must be forwarded to City of Greater Sudbury Compliance and Enforcement Services within five days of the effective change under Section 27 of the new by-law.

New applicants must successfully complete a training session for the issuance of parking tickets and private property must be inspected by Compliance and Enforcement Services to ensure that required signs are in place for enforcement.

An application form to renew an existing licence or to apply for a new licence is available online and from the office of Compliance and Enforcement Services, Tom Davies Square, Main Floor, 200 Brady Street, Sudbury.

The application form must be submitted with the following:

  • $150 licence fee
  • Proof of Date of Birth – Birth Certificate or Driver’s Licence
  • Current Certificate of Insurance – not less than $2,000,000 for general liability per occurrence basis
  • Written consent from the property owner authorizing parking enforcement by the applicant or the applicant’s employer, or proof that the applicant is the property owner
  • Criminal Record Check (dated within 90 days) or valid Security Guard or Private Investigator’s Licence. Please note that the applicant or employer is responsible for obtaining a Criminal Record Check through Greater Sudbury Police Services and this fee is not included within the $150 application fee.
